Is London's Air Actually Clean? — The gap between legal compliance and health-based air quality

In the United Kingdom's 2024 air-quality compliance assessment, the Greater London Urban Area was classified as compliant with the legal annual and hourly limits for nitrogen dioxide, or NO₂. According to the Greater London Authority, this was the first time London had met the legal NO₂ limits.

It is a significant achievement. It is also a narrower finding than the language of “clean air” may suggest.

The UK's legal annual mean limit for NO₂ is 40 micrograms per cubic metre. The World Health Organization's health-based annual guideline is 10 micrograms per cubic metre. These thresholds do not answer the same question. Meeting the legal limit demonstrates regulatory compliance. It does not, by itself, demonstrate that the stricter WHO health guideline has also been met.

The official UK result is based on measurements from national air-pollution monitoring networks and supplementary assessment, which includes air-pollution modelling. For compliance reporting, the country is divided into 43 assessment zones. Greater London is assessed as one of these zones.

This framework provides a consistent national assessment. But a zone-level result cannot, on its own, establish that every neighbourhood, road or resident experiences the same level of exposure.

Defra acknowledges that local monitoring and modelling can produce different results from the national assessment. Local monitoring stations may be positioned specifically to identify pollution hotspots, while the national assessment follows statutory siting criteria and evaluates compliance across larger geographical zones.

This does not mean one system is necessarily correct and the other is incorrect. It means they may be designed to answer different questions.

The distinction is also visible in particulate-matter reporting.

In 2024, all UK assessment zones met the existing legal annual limit for PM2.5 of 20 micrograms per cubic metre. England has also established a more demanding target of 10 micrograms per cubic metre, which must be achieved by 2040.

In 2024, London Marylebone Road was the only relevant monitoring station in England to record a concentration above that future target level. This was not a breach of the existing 2024 legal limit, but it demonstrates how the interpretation of air quality changes depending on which standard is applied.

The WHO annual guideline for PM2.5 is stricter still, at 5 micrograms per cubic metre.

None of this means London's improvement is artificial or insignificant. Roadside NO₂ concentrations have fallen substantially, and achieving compliance represents meaningful progress.

It means that the achievement must be read alongside the pollutant, threshold, geography and methodology used to define it.

A credible clean-air record should make four things visible:

  • — Which pollutant was assessed?
  • — Which legal or health-based threshold was applied?
  • — Was the result measured, modelled or both?
  • — Can a zone-level result reveal where local exposure remains highest?

The question is not simply whether London's air is cleaner than it was before. It is whether legal compliance, local exposure and health-based air quality are being presented as the same result when they represent different forms of evidence.

A legal limit can establish compliance. Only the full evidence chain can establish what “clean” actually means.
